The Multi-Lane Fast Flow (MLFF) toll system has been brought up quite frequently in recent times, with ministers weighing in on its progress and decisions made around it. Most recently, as deputy works minister Ahmad Maslan shared with the Dewan Rakyat, it was an independent initiative by highway concessionaire PLUS.
According to Bernama, the minister said that it was the concessionaire’s right to implement its own MLFF system following the expiration of a previous agreement with the government. That being said, “they remain subject to directives and policies as determined by the Cabinet”.

On a related note, The Edge Malaysia reports that the government may allow highway concessionaires to issue a request for proposal (RFP) following the lapse of the aforementioned agreement. The RFP is a document that announces a project that contractors can bid on, which the concessionaires can issue on their own. That being said, Ahmad is quoted as saying that “all 33 concessionaires must agree to adopt the RFP”.
“We have received feedback from the Transport Ministry, Finance Ministry and the Attorney General’s Chambers, and we are still awaiting input from the Public-Private Partnership Unit (UKAS)”. While other options for the MLFF project are also being considered, Ahmad said that the final decision in now in the hands of the Cabinet.
