Eleven types of economic activities will soon be allowed to be operational again at states under Phase 1 of the National Recovery Plan (PPN), starting from 16 August onwards. However, only fully vaccinated individuals are allowed to visit them, according to the announcement by Prime Minister Muhyiddin Yassin this morning.
At the moment, states that are still being designated as Phase 1 under the PPN are Kedah, Selangor, Kuala Lumpur, Putrajaya, Negeri Sembilan, Melaka, and Johor. Here are the activities covered by PM Muhyiddin in his announcement:
- Car wash
- Electric and electronic stores
- Household items and kitchenware stores
- Furniture stores
- Sports equipment stores
- Car accessories stores
- Car dealership and distributors
- Morning market (Pasar Pagi) and farmer’s market (Pasar Tani)
- Fashion, clothing, and accessory stores
- Jewellery stores
- Barbers and salons (limited to basic haircut services)
Before customers can enter these premises, they must show their digital vaccination certificate. For those who are using MySejahtera, the certificate is located under the profile section of the app.
As you may recall, one would only be considered as “fully vaccinated” 14 days after receiving his or her second dose. For single-shot vaccines such as CanSino and Johnson & Johnson, the gap time is much higher at 28 days.

However, do note that this new policy only applies to PPN Phase 1 states with a fully vaccinated rate of more than 50% for their adult population. Based on the data released by JKJAV up to 14 August at 11:59 PM, this means Johor (26.5%), Kedah (30.0%), and Melaka (39.1%) are still not be able to put the policy into motion tomorrow.
