During E3, Ys Net, developers of Shenmue III announced that it would be a Epic Games Store exclusive. Making matters worse was the denial of refunds for gamers who rather have the game on Steam. After quite the backlash, it looks like the refund situation has changed.
In the latest update on its Kickstarter page, Ys Net stated those who do not want Shenmue III on the EGS can either switch to the PS4 version or get a Steam key a year later. Epic Games and publisher Deep Silver have agreed to honour refunds to those who don’t like any of the options.

More details about the refund process will be announced in a future update. Unfortunately, higher tier backers may not be able to get a full refund. On the bright side, it looks like Ys Net has implemented a substantial number of unreached stretch goals into the game.
Shenmue III is on schedule to be released on 19 November 2019. This is for both PS4 and the EGS on PC. As mentioned earlier, the Steam version will come a year later. But since no exact date was given, we only have the November 2020 window to work with.
